This is: Eryo-do (恵亮堂) on the steps leading to the Shaka-do (釈迦堂), part of the Sai-tō (西塔, "West Pagoda") complex of Enryaku-ji Temple (延暦寺) on Mt.Hiei zan (比叡山) in Ōtsu, Japan. This small hall was built in honour of priest Eryo (800-859 AD), he was widely know for his great spiritual belief and power. He commissioned some famous buildings, amongst them, the Sanjusangendo in Kyoto.
