Maiko (geisha in training) okobo. Generally they are made out of willow wood, hollow on the inside (I heard sometimes they have bells, but I'm not sure if that's true), 11cm high. Red straps were for beginners and yellow ones are for Maiko that are about to become full fledged Geisha. Note the heel of the foot, like most Japanese traditional footwear, hangs off the back for balance.
