Victor (ヴィクトル, Vikutoru?) is shrouded in mystery. He claims to be the original personality of Andy. The Union refers to him as Victhor (ヴィクトール, Vikutōru?). He is also known by the epithet Divine Conqueror (戦勝の神, Senshō no kami?).
