You can use 5 layers of scrapbook sheets/construction paper, fold, and glue to each other. Paper straws can connect basket, and pictures of the kids add a nice touch. The bottom of the boxes painted black, with foil windows, can make a silhouette of the city.

Hot Air Balloon photo booth for 5th Grade Celebration. Used chicken wire to form a cone, wrapped it in butcher paper, and stapled it to the wall. Then attached all of the balloons to the to the paper and other balloons with double stick tape, filling the inside of the cone with filler paper and loose balloons. The basket is a Jute runner (bought from a local big box store) stapled to an extra large cardboard box, open on the back side for easy entry.
